Local Building Board of Code Appeals

Local Board of Building Code Appeals (LBBCA)

The Local Building Board of Code Appeals is established under the Virginia Uniform Statewide Building Code (USBC) and consists of five members appointed by the locality. Per section 119 of the Virginia Construction Code and section 107 of the Virginia Maintenance Code the board shall consist of an experienced builder, a registered design professional, and an experienced property manager. 

The Building Board of Appeals hears appeals of the decisions of the building official pertaining to the application of the Uniform Statewide Building Code (USBC) and/or the building official’s refusal to grant a modification to the previsions of the USBC. Click here to download the appeals form

  • Appeals shall be received within 30 days of receipt of the building official’s decision for appeals related to the Virginia Construction Code.
  • Appeals shall be received within 14 days for appeals related to the Virginia Maintenance Code.
  • Appeals shall be in writing. You may use the LBBCA application if preferred.
  • All appeals shall include the name and address of both the owner of the building and the appellate. Appeals shall also include a reason or justification for the appeal.
  • All appeals shall include a copy of the Building Official’s decision.
