In the 1980’s the Town commenced planning to invite development and increase activity in the Town’s historic downtown.  New development proposals, which adhered to the Town’s land use regulations, were met with mixed reactions.  Beginning in 2009, the Town began a planning exercise to inject a greater level of certainty into the Downtown planning and development process by developing form-based zoning regulations and a pattern book for the Downtown. In February 2011, the Town Council adopted the Downtown Master Plan as an element of the 2030 Comprehensive plan.  With the adoption of the plan, the Town moved to ensure the integration of redevelopment with the unique heritage assets of Herndon’s traditional commercial center and surrounding residential areas.  Since the adoption the Town has sought to encourage complementary redevelopment, retail expansion and new residential development in the Downtown sectors.  The documents below are related to the development and on-going utilization of the Downtown Plan.

 

[CPA #10-01] Downtown Master Plan

Amend the Town of Herndon 2030 Comprehensive Plan adopted August 12, 2008, to incorporate by reference a Downtown Master Plan.  The plan amendment will also make minor changes to the appropriate plan text (mainly Chapter III: Land Use Plan) in order to reference a master plan. The Downtown Master Plan includes a map of specific planned land use and related information.  The general purpose of the plan amendment is to carry out the vision, goals and objectives of the 2030 Comprehensive Plan to encourage a vital downtown with a mix of land uses. The master plan depicts residential, commercial and public uses and parking facilities to support these uses; the plan displays the approximate height and level of density on each block of a core downtown area.  The area is similar or equal to areas displayed as Sectors 1, 2 and 3 in the 2030 Comprehensive Plan. 16 block areas are affected; they are located in the center of the Town of Herndon in the general area of Elden Street, Center Street, Vine Street, Lynn Street, Station Street, Spring Street, Pine Street, Monroe Street, Jefferson Street, Jackson Street, Van Buren Street and the Washington and Old Dominion Railroad Regional Park.  A descriptive summary of the proposed action is to update plan text and maps to reflect changed conditions and to incorporate land use policy based on the results of a --major community planning process.

[ZMA 14-101] Downtown Master Plan Block D and E Rezoning

To Change the Zoning Classification of town owned land in the Herndon Downtown described generally as land lying on the southwest side of the W&OD Trail, the east side of Center Street, the west side of Station Street, the north and south sides of Vine Street, and north of but not abutting Elden Street, and being described as Fairfax County Tax Parcels 16-2-((2))-10B,  16-2-((2))-17, 16-2-((2))-18, 16-2-((2))-20C, 16-2-((2))-20B (sometimes called 20F), as well as the right-of-way of Vine Street, and any other abutting or appurtenant streets or parts of streets, including 16-2-((2))-20D, 16-2-((2))-20E, and 16-2-((2))-10E, the right-of-way of former Spring, now Station, Street, located in the Town of Herndon, Virginia from CC central commercial zoning district to PD-TD planned development traditional downtown zoning district.
