The purpose of this position is to ensure the town water and sewer assets are planned, designed, constructed and maintained to the highest possible standards, and meet regulations to provide town-wide safe drinking water and a sustainable sewer collection and conveyance system. This position may also work with the town stormwater group and system to ensure it is planned, designed, constructed and maintained to the highest possible standards and meets regulations. Employees in this classification generally perform the following duties: ensures the federal and state mandatory water and sewer programs are implemented within the town; performs or supports hydraulic modeling to support the comprehensive master planning and infrastructure improvements: manages the water and wastewater agreements with the regional jurisdictions and franchise leases; supports the management of the finances of the water and wastewater systems.
Duties and Responsibilities
1. Supports town operations with the Preventive Maintenance Program (PMP) to ensure operations and maintenance programs are performed at a level to improve and maintain operational efficiency and system performance. Supports division staff and field crews in technical aspects and training.
2. Monitors federal and state mandatory environment programs associated with monthly water reporting program and quarterly disinfection by-products reporting program, wastewater discharge standards and other programs required by the Environmental Protection Agency (EPA), Virginia Department of Health (VDH) and Virginia Department of Environmental Quality (DEQ). Manages the lead and copper reporting program, prepares the annual consumer confidence report (CCR). Reviews and implements regulations, supports the VDH annual inspection and memorandum of agreement with VDH.
3. Supports the management of the water agreements with Fairfax Water and the inter-municipal agreement with Fairfax County; participates in agreement negotiations and development of agreement amendments.
4. Maintains and supports the water and sewer hydraulic models using computer software to analyze system capacities and various water and sewer scenarios; investigates water quality issues, reviews developer proposals, generates reports, and supports system upgrades.
5. Provides support for the design of water and sewer projects; prepares preliminary feasibility project analyses; prepares budget estimates; supervises field surveying to support systems components such as, but not limited to SCADA system, water tanks, pump stations, system rehabilitation/replacement, automated meter reading system (AMR), system survey and GIS upgrade. Supports procurement and project management including contract bidding and awards, insurance submissions, performance bonds and contract signatures. In concert with the town’s consultants, reviews contractor and subcontractor staff qualifications, project schedules, construction inspections, quality control, submittal, and shop drawings review; participates in meetings, manages correspondence, and applies contract specs to projects; reviews general and special conditions, issues change orders, supervises payments, blueprints and drawings and project completion.
6. Assists in creating requests for proposals (RFP) to include selection criteria for consultant services procurement; reviews consultant qualifications for selection process and ranks in conjunction with selection criteria; prepares questions; participates in panel interviews for consultant selection; reviews consultant fees; reviews specific consultant contract scope of work; maintains consultant database and files; reviews consultant deliverables for technical merit and contract compliance; prepares and negotiates consultant contract change orders; coordinates consultant efforts for affected town water and wastewater systems. Reviews site plans for compliance with Town standards.
7. Supports the town comprehensive master plan; performs and/or supports analysis of the water and sewer systems capacities using the town’s hydraulic modeling; incorporates existing and projected town zoning, land use and floor area ratio regulations to determine projected water demand and wastewater flow. Evaluates water and wastewater agreements, recommends upgrades, identifies infrastructure improvements, prepares cost estimates and coordinates with the town’s Community Development department for future growth and planning scenarios.
8. Assists with preparation of the water and sewer portion of the town’s capital improvements program (CIP), including five-year projections, asset management, critical rating, risk management, decision making, infrastructure improvements, cost estimates and comprehensive master planning, in accordance with the town’s water and wastewater budget and financial model criteria. Coordinates with the town’s engineering staff to ensure the water and wastewater CIP projects are designed and constructed according to schedule and to the highest possible standards and regulations. Will also work with town personnel to review plans from outside developers as part of the plan review process.
9. Prepares and manages the town water and sewer budgets in conjunction with the Utility Manager, incorporating operations and maintenance expenditures, capital expenditures, water and sewer services, capacity purchases, contract costs and professional services. Prepares the system’s mission statements with objectives, strategic goals, measures, and performance indicators.
10. Assists in developing the water and sewer rates incorporating the budget, CIP, contract agreements and treatment costs, systems revenues and other revenue and cash flow balance amounts. Coordinates with Fairfax County, Fairfax Water, and outside consultants, along with the Town Manager, Town Attorney, Finance Department, Director, Deputy Director of Public Works and all applicable staff.
11. Manages the franchise wireless leases for the town water tanks, including coordination of applications and town zoning board, architectural review board and town attorney requirements; answers applicant questions; completes technical reviews, reports, site plan review and approval and building permits; coordinates with the town building official for building permit issuances. Manages construction and maintenance activities; reviews lease equipment modifications or amendments; manages lease data and annual revenues, performs rental rate evaluations, and recommends rate adjustments.
12. Serves as town representative for regional activities with Northern Virginia Regional Commission (NVRC); submits data and information, attends meetings, reviews plans and reports to town manager for approval; may prepare governing body ordinances as required.
13. Receives and responds to customer inquiries, complaints and requests regarding water and sewer service.
14. Performs other duties as required.
Minimum Education, Training, Experience and Special Requirements
• Bachelor’s degree in Civil Engineering or closely related field required
• Professional Engineering (PE) License in Virginia required, or ability to transition current PE from another state to Virginia, within six (6) months of employment.
• Minimum of six years’ experience in water and sewer engineering. The ideal candidate should have experience with hydraulic modeling, operations standards, asset management, financial management, GIS, and SCADA systems
• Previous municipal government employment preferred
• Valid driver’s license with acceptable record
