Heritage Preservation Review Board & Applications
All exterior changes to properties within the Heritage Preservation Districts require a Certificate of Appropriateness. Certificates of Appropriateness are issued by the Heritage Preservation Review Board (HPRB).
The following applications for Certificates of Appropriateness require review by the HPRB through a public hearing process:
> Additions > New Construction > Alterations > Demolitions > Amendments to previously approved applications > Free-standing sign > Wall or window sign > Master Sign Plan
The following applications for Certificates of Appropriateness require administrative review by the Town's planning staff:
> Signs Under a Master Sign Plan > Temporary Signs > Administrative Approvals (applicable when applying for a pre-approved change)
Meetings are held on the third Monday of each month unless altered by a holiday schedule. Work sessions are held on the Wednesday preceding the public meeting. To confirm the work session dates, public hearing dates and application deadlines, please view the 2010 Information Sheet.

Herndon Heritage Preservation Handbook
In 1987 when the District was established, property owners were provided a copy of the Herndon Heritage Preservation Handbook. This Handbook was developed to provide guidance to property owners and developers on the many architectural features that are appropriate to the District. New property owners within the district are encouraged to contact the Department of Community Development to obtain a copy of the Handbook, or utilize the on-line version.
Board Membership
The Heritage Preservation Review Board is composed of seven members appointed by the Town Council. Members are appointed to serve a three-year term. At least one member shall be an architectural historian or historic architect, and one member must have a demonstrated knowledge in historic preservation. In addition, one member must be a state licensed attorney.
