Herndon-Monroe Metrorail Station
The Town of Herndon is tracking the progress of the extension of Metrorail to Loudoun County which includes service to Dulles International Airport. Construction began in March 2009 on Phase 1 of the Silver Line, from the West Falls Church metro station to the Wiehle Avenue station. The study area includes the existing Herndon-Monroe Park and Ride facility on Sunrise Valley Drive between Monroe Street and Fairfax County Parkway in Reston. All commuter parking for the future Metrorail station would be accommodated at the Park and Ride. Summary of Current Information: > According to the Metropolitan Washington Airports Authority, rail service in Phase 2 of the Silver Line may be available by 2016 and would extend the line from the Wiehle Avenue Station through Dulles International Airport to Route 772 in Loudoun County.
> The Silver Line includes stations at Reston Parkway, the Herndon-Monroe Park and Ride, Route 28, Dulles International Airport, Route 606 and Route 772. > The Herndon-Monroe station will be in the median of the Dulles Airport Access and Toll Road at the Herndon-Monroe Park and Ride. The walking radius of the station is one half mile in all directions, so half of the land around the station would lie north of the Dulles Toll Road in the corporate limits of the Town of Herndon, and the other half of the land around the station would lie south of the Dulles Toll Road and outside the corporate limits of the Town of Herndon. > The Town of Herndon has no land use authority outside its corporate limits. Fairfax County controls the planning and zoning in the station radius south of the Dulles Toll Road.
North Side of the Herndon-Monroe Metrorail Station The Herndon 2030 Comprehensive Plan designates land along the southeast quadrant of Herndon Parkway as Regional Corridor Mixed Use, and part of this area is also designated as the Metrorail Station Urban Development Area. This area will experience a special benefit due to its proximity to a Metrorail station. On November 10, 2009, the Town Council approved a resolution to include this land and nearby land in a petition for a transportation improvement tax district supported by affected commercial property owners. Please see Metrorail Station Areas under Related Links of this page for additional information contained in the adopted Herndon 2030 Comprehensive Plan, including policies for Transit Oriented Development. Further study and community discussion is required to determine what specific level of density, transportation network, utility capacity, open space, green space and urban design standards are needed. A Metrorail Station Area Plan will be initiated during 2010. The Town of Herndon has issued a Request for Proposals and it is anticipated that a contract will be awarded in Spring 2010. A community planning process supported by a consultant team will be completed. A draft plan will be developed for consideration by the Planning Commission and Town Council. Plans published by the Dulles Metrorail Project and the Final Environmental Impact Statement show a north entrance pavilion connecting land on the north side of the Dulles Toll Road to the Metrorail station in the median of the Dulles Airport Access and Toll Road. The Town of Herndon Metrorail Station Area Plan will address appropriate redevelopment for transit oriented development, urban design, vehicular access, and a kiss and ride drop off loop. As of March 2010, consultant selection was imcomplete and options for funding the study were under consideration.
South Side of the Herndon-Monroe Metrorail Station
The Town of Herndon and Fairfax County are coordinating their respective planning efforts for the Herndon-Monroe Metrorail Station. In February, 2010, Fairfax County began community meetings for the Reston Master Plan Special Study. This study will include an examination of appropriate land uses south of the Herndon Monroe Metrorail Station. The Reston Master Plan Special Study is a multi-phase planning study to identify appropriate changes to the Fairfax County Comprehensive Plan to help guide future development in the planned community of Reston and adjoining areas located along the Dulles Airport Access and Toll Road (the Dulles Corridor). for more information, visit the Fairfax County web page at: http://www.fairfaxcounty.gov/dpz/projects/reston.htm.

Bu unanimous vote, the Herndon Town Council approved a resolution on November 10, 2009, that designated commercial, industrial and multi-unit residential properties within the town boundaries for inclusion in a special tax district.
